TLILIC0003 Licence to operate a forklift truck

This unit specifies the skills and knowledge required to operate a forklift truck safely in accordance with all relevant legislative requirements. Competence in this unit, does not in itself result in a HRWL licence to operate this plant.

Forklift truck means a powered industrial truck equipped with lifting media made up of a mast and an elevating load carriage to which is attached a pair of fork arms or other attachments that can be raised 900 mm or more above the ground, but does not include a pedestrian-operated truck or a pallet truck.

TLILIC0003 Licence to operate a forklift truck is the nationally recognised training unit required to obtain a Queensland High Risk Work Licence (HRWL) for forklift operation. This three-day course covers everything from theory and pre-operational inspection to extensive practical operation in warehouse, racking and uneven surface scenarios. Completion leads directly to the Workplace Health and Safety Queensland (WHSQ) licensing assessment, enabling participants to legally operate a counterbalance forklift truck anywhere in Australia.

Forklifts are one of the most dangerous pieces of plant in any workplace, and correctly trained operators dramatically reduce the risk of tip-overs, collisions, dropped loads and pedestrian injuries. Our Dalby training centre provides a purpose-built practical assessment area to develop genuine competency before the licensing assessment.

What You'll Learn

  • Understand the legal requirements for forklift operation under the Work Health and Safety Regulation 2011 (QLD)
  • Perform a comprehensive pre-operational inspection using a daily checklist — fluid levels, tyres, mast, forks and overhead guard
  • Read and interpret a forklift data plate, load capacity chart and load centre diagram
  • Apply safe load handling — picking up, travelling with, stacking and de-stacking loads at height
  • Manage stability triangle principles and understand the causes and prevention of forklift tip-overs
  • Operate safely in pedestrian areas, doorways, ramps and narrow aisle environments
  • Refuel or recharge a forklift correctly and perform an end-of-shift shutdown
  • Understand licence obligations, plant registration requirements and operator responsibilities

Assessment Method

Assessment combines written knowledge questions (the national theory examination) with a practical skills assessment conducted by an approved WHSQ assessor. Participants must achieve a pass in both components. The practical assessment tests pre-operational inspection, load handling tasks and workplace safety behaviours on a counterbalance forklift.

Prerequisites

Participants must be 18 years of age or over. No prior forklift experience is required, though physical fitness and the ability to safely operate a forklift (including climbing in and out of the cab) is expected. A current driver's licence is not mandatory but is highly recommended. Photo ID is required on the day.
