It includes identifying features and applying chain of responsibility obligation in the Heavy Vehicle National Law (HVNL) or applicable state/territory law and regulations. It also includes identifying and reporting chain of responsibility risks.

Under the HVNL, responsibility for compliance does not rest solely with the driver — it extends to every party in the supply chain who can influence whether a heavy vehicle journey is conducted safely and legally, including schedulers, loaders, consignors, consignees and employers.
This half-day course demystifies CoR obligations and equips participants with the practical knowledge to meet their primary duty of care, reducing the risk of enforcement action, infringement notices and — most importantly — preventable road accidents involving heavy vehicles operating to and from the Darling Downs.

- Understand the structure and purpose of the Heavy Vehicle National Law (HVNL) and its application in Queensland
- Identify all parties in the Chain of Responsibility — driver, operator, scheduler, loader, consignor, consignee and employer
- Understand the primary duty of care and what each party in the CoR must do to discharge their obligations
- Recognise the key compliance areas that trigger CoR liability — mass, dimensions, loading, fatigue and maintenance
- Apply practical steps to implement a basic CoR management system within a transport operation
- Understand the penalty framework — including fines, licence cancellation and imprisonment for serious breaches
- Identify the NHVR's role in enforcement and the investigation process following a heavy vehicle incident
Assessment Method
Assessment is through a written knowledge questionnaire covering the HVNL structure, CoR party identification, duty of care obligations and enforcement consequences. Scenario-based case studies are used to reinforce practical application of CoR principles.
Prerequisites
None — open to all participants involved in any part of the transport supply chain. No prior transport or logistics training is required.
