Course Overview
This unit specifies the skills and knowledge required to safely operate a boom-type Elevating Work Platform (EWP) where the length of the boom is 11 metres or more in accordance with all relevant legislative requirements. Competence in this unit, does not in itself result in a Risk Work Licence (HRWL) to operate this plant.
Boom-type elevating work platform means a telescoping device, hinged device, or articulated device, or any combination of these, used to support a platform on which personnel, equipment and materials may be elevated.

This three-day course covers the theory and extensive practical operation needed to demonstrate competency for the WHSQ licensing assessment and legal operation of boom-type EWPs across Queensland and Australia.
Boom-type EWPs are widely used across the Darling Downs in construction, maintenance, utilities, agriculture and events, and this licence is a standard requirement for many employment roles and site access permits. Note: this unit covers boom-type EWPs only (9m or over); scissor lifts under 11m do not require an HRWL in Queensland.
What You'll Learn
- Understand the legislative requirements for boom-type EWP operation under the WHS Regulation 2011 (QLD)
- Identify the main types of boom EWPs — articulating (knuckle) boom, telescopic boom and trailer-mounted — and their operating envelopes
- Perform a comprehensive pre-operational inspection including outrigger/stabiliser checks, controls and safety devices
- Set up an EWP on uneven ground including outrigger deployment and ground bearing pressure considerations
- Operate the boom through a range of movements — elevating, slewing, extending and retracting — with a focus on smooth, controlled positioning
- Identify and manage overhead hazards, particularly powerline clearance distances under the Electrical Safety Act
- Apply emergency lowering procedures in the event of power failure or hydraulic system malfunction
- Understand operator weight limits, wind speed restrictions and travel restrictions while elevated
Assessment Method
Assessment includes a written knowledge examination (national theory test) and a practical skills assessment conducted by an approved WHSQ assessor. The practical assessment covers pre-operational inspection, set-up, boom operation and emergency procedures. Both components must be passed to receive the competency record required to apply for the HRWL.
Prerequisites
Participants must be 18 years of age or over. No prior EWP or boom lift experience is required. Participants should be comfortable working at heights and physically capable of operating EWP controls from the work platform.
