Course Overview
This unit of competency involves the skills and knowledge required to make decisions about the safety of occupants during a facility emergency and to give instructions on the priority order for responding to an emergency incident.
It includes leading the preparation of facility emergency response procedures; commanding, controlling and coordinating facility emergency response procedures and responses and concluding the facility emergency incident. Individuals who undertake this work may also act as the primary liaison with emergency services after their arrival.

This half-day course goes beyond the warden member role (PUAFER005) to develop the leadership, communication and decision-making competencies required to manage the overall emergency response, liaise with emergency services and ensure the safety of all occupants across large or complex facilities.
Required under AS 3745:2010 Planning for Emergencies in Facilities, this training is essential for individuals who hold the most senior emergency role in their building or site. It is suitable for facilities across the Darling Downs, from commercial premises in Dalby to mining support infrastructure and large rural processing sites.
What You'll Learn
- Understand the full scope and legal obligations of the chief warden role under AS 3745:2010
- Direct and coordinate the ECO team during multi-type emergencies including fire, medical, bomb threat and severe weather
- Communicate with floor/area wardens, emergency services and building management during an incident
- Make critical decisions about shelter-in-place versus full evacuation scenarios
- Manage the emergency control point and control panel during a live incident
- Develop, review and update Emergency Planning Committee (EPC) documentation and Emergency Response Plans
- Facilitate post-incident debriefing and continuous improvement of the ECO
Assessment Method
Assessment includes a practical chief warden command exercise (tabletop or simulated scenario), observation of leadership decision-making, and written knowledge assessment covering legislative requirements, AS 3745:2010 obligations and ECO management responsibilities.
